KOICA and Civil Service Ministry Host Workshop on Civil Service Reform in Cambodia

Phnom Penh:The Ministry of Civil Service and the Korea International Cooperation Agency (KOICA) Cambodia Office have organized a seminar and workshop aimed at enhancing public administration and human resource management in Cambodia’s civil service. The event took place at Sofitel Phnom Penh, bringing together approximately 50 directors, human resource officials, Korean experts, and project stakeholders to discuss strategies for civil service reform.

According to Agence Kampuchea Presse, the seminar served as a platform for reviewing the current state of Cambodia's civil service and identifying priorities for reform. The event was inaugurated by H.E. Ty Janith, Secretary of State at the Ministry of Civil Service, and Ms. Lee Sejin, Deputy Country Director of KOICA Cambodia Office, highlighting the collaborative efforts between Cambodia and the Republic of Korea to strengthen the country's civil service capabilities.

During her opening remarks, Ms. Lee Sejin described the event as a significant milestone in the implementation of the Project on Strengthening Capacity of the Royal School of Administration for Governance Reform and Strengthening of Cambodia. Scheduled to run from 2025 to 2029 with a budget of US$11.7 million, the project aims to develop a professional and capable civil service that can improve public services and advance Cambodia's Pentagonal Strategy and Vision 2050.

The seminar introduced, for the first time to government ministry officials, findings from a study conducted since the project's inception in December 2025. Presentations covered various aspects of civil service reform, including recruitment, training, and ICT development, with input from experts such as Prof. Lee Choong-yeol and Mr. Lim Jun-hyung.

In addition to presentations, attendees participated in discussions and surveys to provide practical input for future reforms. Their feedback will inform the human resource strategy and consulting activities under the project. A similar event is scheduled in Siem Reap to include provincial officials' insights.

The initiative builds on the long-term development partnership between Cambodia and the Republic of Korea, emphasizing the importance of human resource development within this cooperation. KOICA aims to provide technical expertise and training opportunities to support the Royal School of Administration in fostering a modern, professional civil service in Cambodia.
