Writer: Samdech Techo Hun Sen in Making the Paris Peace Agreement Work

Samdech Techo Hun Sen's political strategy did not only lead to the Oct. 23 Paris Peace Agreement but also stood as an indispensable driver for complete settlement of political conflicts in Cambodia. H.E. Pov Sok, a writer and an advisor to Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet Hun Manet, unveiled his assessment in a recent media interview following his in-depth study of the agreement. He said that former Prime Minister of Cambodia Samdech Akka Moha Sena Padei Techo Hun Sen, currently serving as Senate President, spent four years (1987-1991) negotiating with the late King-Father His Majesty Preah Bat Samdech Preah Norodom Sihanouk and other parties to get the Paris Peace Agreement signed in 1991 with the acknowledgement of almost 20 countries. Samdech Techo Hun Sen, who is also President of the Supreme Privy Council to His Majesty the King, spent another seven years (1991-1998) using his win-win political strategy to end Cambodia's civil war, bringing about full peace to the count ry. H.E. Pov Sok, who also serves as a member of the board of directors of the Khmer Writers' Association, explained the three interdependent mechanisms created by the Paris Peace Agreement for Cambodia's transition period. One of which was the State of Cambodia led by Samdech Techo Hun Sen as Prime Minister to prevent the return of the Khmer Rouge regime and to maintain security and social order. The second mechanism was the Supreme National Council (SNC), with the late King-Father His Majesty Preah Bat Samdech Preah Norodom Sihanouk as President. It was primarily tasked to seek consensus among concerned parties, especially for a national election. The United Nations Transitional Authority in Cambodia, which was the third mechanism, was introduced to support security and order and coordinate the national election in Cambodia in 1993. After the election, while trying to compromise the acceptance of the result so that every party can work peacefully together, Samdech Techo Hun Sen continued to lead talks and national conciliation to end the on-going civil war.
