Yaound: The Parliamentary Assembly of the Francophonie (APF), during a meeting held in Yaound©, Cameroon, on July 10-11, addressed a draft resolution that underscores the importance of respecting the sovereignty and territorial integrity of Cambodia. The assembly also called for a peaceful resolution to the ongoing Cambodia-Thailand border dispute.

According to Agence Kampuchea Presse, the draft resolution highlights the APF's adherence to the principles outlined in several key international declarations and conventions, including the Bamako and Saint-Boniface Declarations, the Charter of the United Nations, and UNESCO conventions. It also references the International Court of Justice's decisions regarding the Temple of Preah Vihear, a site of historical and cultural significance.

The resolution acknowledges the ongoing tensions along the Cambodia-Thailand border, which have persisted since July 2025. These tensions have led to significant human losses, displacement of civilians, reported ceasefire violations, and damage to cultural and religious sites, including those recognized as UNESCO World Heritage properties.

The APF emphasizes the need for full respect for Cambodia's sovereignty and territorial integrity, urging all parties to adhere to commitments aimed at securing lasting peace along the border and to avoid any unilateral actions that could exacerbate the situation.

Furthermore, the draft resolution calls for strict adherence to the ceasefire and the execution of the peace agreements signed by Cambodian and Thai Prime Ministers in Kuala Lumpur on October 26, 2025. The APF expresses deep concern over the ongoing tensions, particularly in areas occupied by Thai forces, and notes reports of infrastructure development, religious ceremonies, and land allocation activities in these regions.

The assembly condemns the suffering experienced by civilians and the damage inflicted on cultural heritage, which it characterizes as a shared legacy of humanity. It warns that the destruction of such heritage could jeopardize prospects for lasting peace and reconciliation.

In addition, the APF advocates for de-escalation, renewed dialogue between the parties, and the immediate withdrawal of armed forces from disputed territories. It supports resolving disputes through established bilateral mechanisms, notably the Joint Boundary Commission (JBC), within a framework of dialogue and in accordance with international law.

The resolution also promotes the normalization of Cambodia-Thailand relations based on mutual respect for sovereignty, territorial integrity, and adherence to recognized international legal instruments concerning border delimitation.
