The Hague:The Conciliation Commission under the United Nations Convention on the Law of the Sea (UNCLOS) will hold its second meeting with Cambodia and Thailand from October 14 to 18, 2026, as announced by the Permanent Court of Arbitration.
According to Agence Kampuchea Presse, this meeting represents a further step in the peaceful process initiated by Cambodia to address maritime boundary differences with Thailand. Following constructive discussions in the first meeting held in Singapore, the session aims to explore progress and identify agreement areas on maritime boundary delimitation.
The Cambodian delegation will be led by H.E. PRAK Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, acting as Cambodia's Agent. He will be accompanied by Deputy Agent H.E. Lam Chea, Minister in charge of the State Secretariat of Border Affairs, and a team of legal experts.
Cambodia's main goal is to reach a resolution that benefits both countries and enhances regional peace, cooperation, and prosperity. H.E. Prak Sokhonn emphasized this in his opening statement to the Commission. The country seeks either a treaty with Thailand establishing a maritime boundary or an agreement on joint resource development until a final boundary can be determined.
If these objectives are not met, Cambodia will request that the Commission prepare recommendations to guide future negotiations, in line with UNCLOS obligations. The Cambodian government expressed appreciation for the Commission's approach and reaffirmed its support for the conciliation process, emphasizing a commitment to international law and good faith participation in the meeting.
