Cambodia Highlights Civilian Protection and Humanitarian Law at UN Security Council Debate

New york: Ambassador Keo Chhea, Permanent Representative of Cambodia to the United Nations, addressed the United Nations Security Council Open Debate on 'Protecting Civilians in Armed Conflict' at the UN Headquarters in New York on May 21. The debate was hosted by the Permanent Mission of the People's Republic of China in its capacity as President of the UN Security Council for May 2026.

According to Agence Kampuchea Presse, Ambassador Keo Chhea emphasized the principles and importance of respecting international humanitarian law (IHL) and protecting civilians in all armed conflicts. He highlighted ongoing violations of IHL occurring across many regions, including Southeast Asia, calling for urgent attention and action.

The Ambassador drew attention to Cambodia's specific challenges, noting unprovoked acts of aggression in July and December 2025 that resulted in significant humanitarian consequences. These incidents led to the displacement of over 649,000 civilians and the destruction of numerous homes and properties.

He further underscored the cultural and historical impact of the aggression, reporting that the Preah Vihear Temple, a UNESCO World Heritage Site, sustained extensive damage due to the attacks. Ambassador Keo Chhea's address aimed to rally international support and action to prevent such violations and protect civilian lives and heritage globally.
