Geneva: The UN Special Rapporteur on the situation of human rights in Cambodia, Vitit Muntarbhorn, has voiced his unwavering support for peace and confidence-building measures between Cambodia and Thailand. On November 24, Muntarbhorn emphasized the significance of initiatives that foster collaboration and reconciliation between the two nations. “Any confidence-building measures that help build bridges between nations deserve our support,” Muntarbhorn stated from Geneva, highlighting the need for assistance to civilians affected by the border situation in alignment with human rights standards.
According to Agence Kampuchea Presse, the Special Rapporteur endorsed the ceasefire agreement reached in July 2025, recognizing it as a pivotal step towards peace. Muntarbhorn stressed the importance of executing the agreement through shared wisdom, dialogue, and adherence to humanitarian practices. He underscored the necessity for de-escalation of tensions and resolving disputes peacefully, in line with international law.
The expert also advocated for enhanced efforts to combat misinformation and disinformation. He acknowledged the presence of the Office of the High Commissioner for Human Rights and other agencies capable of providing necessary assistance. Furthermore, Muntarbhorn expressed his support for the Joint Declaration made by Cambodia and Thailand in Kuala Lumpur in October 2025. This declaration reaffirmed the ceasefire and committed to upholding international humanitarian law, particularly concerning the protection of civilians and prisoners of war.
Muntarbhorn emphasized the vital role of promoting human rights, peace, democracy, and sustainable development in Cambodia. He reiterated his readiness to offer assistance in these areas. Notably, Muntarbhorn had remained silent following the outbreak of a five-day conflict in July between Cambodia and Thailand. He had not commented on subsequent incidents, including the detention of Cambodian soldiers by Thai forces post-ceasefire, the use of disturbing sound devices, recent military attacks resulting in civilian casualties, and allegations of a sexual assault by Thai soldiers.
