Outcomes of Cambodian Foreign Minister’s Visit to Turkey

The Ministry of Minister of Foreign Affairs and International Cooperation of Cambodia this afternoon released the outcomes of the official visit of H.E. Prak Sokhonn, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation to Turkey on Feb. 26-27.

At the invitation of His Excellency Mevlüt Çavusoglu, Minister of Foreign Affairs of the Republic of Turkey, His Excellency PRAK Sokhonn, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, paid an Official Visit to the Republic of Turkey on 26-27 February 2022.

During the Visit, His Excellency PRAK Sokhonn paid a Courtesy Call on H.E. Fuat Oktay, Vice-President of the Republic of Turkey. Both sides expressed their deep satisfaction with the excellent bonds of friendship and cooperation between their two countries.

The Cambodian Minister held official talks with his counterpart His Excellency Mevlüt Çavusoglu. Both Ministers recalled the Working Visit of Samdech Akka Moha Sena Padei Techo HUN Sen, Prime Minister of the Kingdom of Cambodia, to Turkey on 20-21 October 2018, which inaugurated a new era of dynamic cooperation between Cambodia and Turkey.

The two Ministers expressed their high appreciation and their willingness to further explore and expand the good cooperation between the two countries to commensurate with the potentials of the two countries in the areas of trade, education, training, health, textile, transport, construction, energy, agriculture, repair and maintenance, tourism and demining. They were rejoiced that the Agreement of the Reciprocal Promotion and Protection of Investment has entered into force.

Both Ministers have expressed their commitment to convene the third Joint Economic Commission aiming to find concrete actions to reach the target of USD one billion in their bilateral trade to reflect the economic potentials of both countries. They were encouraged by the frequent meetings between businessmen, particularly the recent meetings between delegations from the Economic Diplomacy Unit of the Ministry of Foreign Affairs and from the Chamber of Commerce of Cambodia with their Turkish counterparts on the sidelines of this official visit.

In this connection, the two Ministers reiterated their readiness to hold the next Round of Political Consultations between the two ministries. They were resolved to further elevate cooperation to the parliamentary level through the signing of a Memorandum of Understanding on Parliamentary Cooperation.

His Excellency PRAK Sokhonn congratulated Turkey for successfully producing local Covid-19 vaccine (Turkovac). Both Foreign Ministers praised each other for success in containing the spread of the virus and reopening their respective countries. They were committed to have a mutual recognition of vaccine certificates.

His Excellency PRAK Sokhonn conveyed high appreciation of the Royal Government of Cambodia to the Government of Turkey for providing development assistance to Cambodia in various areas such as education, healthcare, flood relief assistance, and the current housing project that is being undertaken by the Turkish Cooperation and Coordination Agency (TIKA) in Saang District, Kandal Province. The Minister also expressed his sincere appreciation for the final clearance given to Cambodia’s new Honorary Consul in Istanbul Mr. Volkan Öztürk.

At His Excellency Prak Sokhonn’s request, His Excellency Mevlüt Çavusoglu pledged more scholarships for Cambodian students and officials this year. The two Ministers highly appreciated the exchange of mutual support in international bodies and exchanged views on regional and international situations of common interest and concern.

His Excellency Mevlüt Çavusoglu congratulated and offered his support to Cambodia on assuming the ASEAN Chairmanship. Turkey looked forward to further elevate its dialogue relation with ASEAN.

His Excellency PRAK Sokhonn extended a cordial invitation to his Turkish Counterpart to pay an official Visit to the Kingdom of Cambodia at a mutually convenient time and looked forward to welcoming His Excellency Mevlüt Çavusoglu in Cambodia.

The Official Talks were held in a cordial atmosphere of excellent friendship and mutual understanding and mutual trust.

At the end of the meeting, the two Ministers signed the Agreement between the Government of the Kingdom of Cambodia and the Government of the Republic of Turkey on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and the Memorandum of Understanding on Cooperation in the Field of Protocol.

The Visit also saw the Official Inauguration Ceremony of the Royal Embassy of Cambodia under the high auspices of both Foreign Ministers and with the participation of Turkish Dignitaries and members of the diplomatic corps. Both Ministers were convinced that the Opening of Resident Embassies in the two countries would elevate bilateral relations to new height.
