Phnom penh: The Korea International Cooperation Agency (KOICA) Cambodia Office recently organized a Pre-Departure Orientation for Cambodian government officials who are set to participate in three specialized training programmes in Korea this October. The event saw the attendance of approximately 30 officials, including representatives from the Ministry of Justice (MoJ), the Ministry of Environment (MoE), and five other ministries, along with sub-national administrations comprising the Sustainable City Technical Working Group (SCTWG).
According to Agence Kampuchea Presse, the training programmes include ‘Capacity Building for the Ministry of Justice on Anti-Money Laundering Applying Digital Forensic in the Kingdom of Cambodia,’ ‘Capacity Building on GHG Emission Reductions for the Industrial Sector in East Asian Countries,’ and ‘Capacity Development for Sustainable City Planning and Development in Cambodia.’ These initiatives aim to enhance Cambodia’s institutional capacity in crucial areas of justice, envir
onmental governance, and urban development.
The programme for the Ministry of Justice focuses on equipping officials with digital forensic techniques to boost the investigation, prosecution, and international cooperation efforts in anti-money laundering. This is in response to Cambodia’s need to strengthen its capacity to combat emerging crimes. Meanwhile, the GHG reduction programme for CLMVT countries and the sustainable city planning programme are aligned with Cambodia’s priorities in environmental governance and sustainable development, promising significant contributions to institutional capacity building in these areas.
During the orientation, participants were briefed on the KOICA Fellowship Programme and shared country reports that outline Cambodia’s institutional challenges and future directions. Mr. Hort Sroeu, Senior Specialist at KOICA Cambodia Office, emphasized the importance of the partnership with the Royal Government of Cambodia, highlighting that these programmes reflect the enduring frien
dship between Korea and Cambodia and align with Cambodia’s national development efforts.
KOICA’s flagship fellowship initiative, the CIAT Programme, is dedicated to building the capacity of policymakers, public officials, and experts to drive economic and social development. To date, nearly 4,200 Cambodian professionals have benefited from KOICA fellowship programmes. In 2025, KOICA plans to offer various fellowship programmes, including 10 country-specific courses and 7 multi-country courses.
