Foreign Ministry Shares Finding of Preliminary Investigation into Shooting by Thai Forces on Cambodian Civilians in Prey Chan Village


Phnom penh: H.E. Mrs. Eat Sophea, Permanent Secretary of State of Foreign Affairs and International Cooperation, on Tuesday led a briefing to members of the diplomatic corps and relevant International Organisations in Phnom Penh on the outcome of a preliminary investigation into the shooting of Cambodian civilians by Thai armed forces on Nov. 12, 2025, in Prey Chan village, O’Beichoan commune, O’Chrov district, Banteay Meanchey province.



According to Agence Kampuchea Presse, the findings presented at the briefing revealed that the shooting by Thai forces was unprovoked, resulting in the death of one Cambodian civilian and injuries to three others. The incident occurred in the afternoon of Nov. 12, 2025, with no gunfire from the Cambodian armed forces either before or after Thai forces opened fire into the village. The findings stem from an on-site investigation at Prey Chan village, conducted by the Cambodian National Police on the morning of Nov. 13, 2025, with the participation of the ASEAN Observation Team (AOT).



H.E. Permanent Secretary of State reaffirmed Cambodia’s firm commitment to the full implementation of the ceasefire agreement of July 28 and the Kuala Lumpur Joint Declaration of Oct. 26, 2025. She reiterated Cambodia’s strong rejection of allegations that Cambodian forces had laid new landmines, expressing deep regret over Thailand’s decision to suspend the implementation of the Kuala Lumpur Joint Declaration. This decision followed a landmine explosion on Nov. 10, 2025, involving Thai soldiers who had entered a landmine-contaminated area within Cambodian territory, as reflected in the map produced by the Franco-Siamese Mixed Commission and relied upon by the International Court of Justice in its 1962 and 2013 judgments.
