Cambodia and Thailand Endorse Terms for ASEAN Observer Team Establishment


Kuala lumpur: Cambodia and Thailand have expressed their approval for the recently agreed Terms of Reference (TOR) concerning the establishment of the ASEAN Observer Team (AOT), as announced in a press statement following the 2nd Special Cambodia-Thailand General Border Committee (GBC) Meeting.



According to Agence Kampuchea Presse, the meeting also witnessed the agreement and endorsement of an Action Plan aimed at the removal of heavy and destructive weapons. In addition, both nations welcomed the agreed Standard Operating Procedures (SOP) for the Joint Coordinating Task Force (JCTF) on Humanitarian Demining, with plans to convene within one week to determine a pilot border area for demining activities.



On the issue of cross-border crimes, Cambodia and Thailand have agreed on an Action Plan for Cooperation targeting the prevention and suppression of transnational crimes, such as cyber scams and human trafficking. This plan involves collaboration between the Cambodian National Police and the Royal Thai Police, focusing on intelligence sharing, operational support, and measures related to suspects and victims. A Joint Task Force dedicated to this Action Plan will be established within two weeks.



The meeting, held in Kuala Lumpur, Malaysia, was co-chaired by H.E. Gen. Tea Seiha of Cambodia and H.E. Gen. Nattaphon Narkphanit of Thailand, with participation from representatives of Malaysia, the United States, and members of the Interim Observer Teams in both Cambodia and Thailand. It was decided that the next Special GBC Meeting will take place within 90 days, or sooner if necessary, with Cambodia as the host nation.
