Cambodian PM Highlights Two Mechanisms for Myanmar’s Crisis

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of Cambodia and the ASEAN Chair for 2022, has emphasised two mechanisms for the Myanmar’s crisis, after concluding his two-day official visit to Myanmar late last week.

At the inauguration ceremony of the Battambang-Serey Sophorn road portion held in Battambang province this morning, Samdech Techo Hun Sen said the two important implementing mechanisms are related to the ceasefire and humanitarian assistance to the people in need without discrimination.

For the ceasefire, he continued, at least Troika which consists of Brunei as the former ASEAN chair; Cambodia, the current chair; Indonesia, the future chair, plus the ASEAN Secretariat must be created in order to coordinate for a ceasefire. “ASEAN has the role to coordinate for a ceasefire. The fact of no violence, no armed conflicts will provide favourable condition for constructive dialogue and the elections Myanmar planned for August 2023,” he said.

The provision of humanitarian assistance needs proper mechanism, he added, underlining that assistance has arrived in Myanmar, but has not been distributed yet. “The mechanism should be composed of the special envoy of the ASEAN Chair on Myanmar crisis, the ASEAN secretary-general, the representative of the ASEAN Humanitarian Assistance and Disaster Management Centre (AHA Centre), and the Myanmar National Task Force to Facilitate Provision of Humanitarian Assistance through the AHA Centre, the Myanmar Red Cross Society (MRCS) and the relevant United Nations Specialised Agencies,” he pointed out.

The Premier said Cambodia started working on the Myanmar’s crisis by the first and fourth points of the five-point consensus adopted by ASEAN leaders in Jakarta, Indonesia in April last year.

At the same time, Samdech Techo Hun Sen also called on Japan to be part of foreign donors for this process and invited a former Japanese diplomat to be an advisor to the ASEAN Chair on the Myanmar’s crisis.

The five-point consensus on Myanmar crisis comprises:

• First, there shall be immediate cessation of violence in Myanmar and all parties shall exercise utmost restraint.

• Second, constructive dialogue among all parties concerned shall commence to seek a peaceful solution in the interests of the people.

• Third, a special envoy of the ASEAN Chair shall facilitate mediation of the dialogue process, with the assistance of the Secretary-General of ASEAN.

• Fourth, ASEAN shall provide humanitarian assistance through the AHA Centre.

• Fifth, the special envoy and delegation shall visit Myanmar to meet with all parties concerned.
